Well I might be 11 years too late to answer this post, but for people viewing this for the first time i have some answers.
I am from the USA, and I started studying at the Warsaw Veterinary School, which I ended up transferring out of to the Wroclaw University of Environmental and Life Sciences to study Veterinary Medicine. I HIGHLY recommend Wroclaw over Warsaw!
1)- You would have to check with the Canadian government- or loan center- to see if you can get a loan to study abroad. This goes with the US also. The school does not offer scholarships (that i know of) now.
2)- To be able to get your license in the USA, you need to apply for the ECFVG-take the BSCE & the CPE, in addition to the NAVLE.
I am currently studying for the BSCE, which i will take at the end of this month.
I'm not sure about Canada, but if you search "Foreign graduate veterinary license in Canada" or something like that, i'm sure you'll be able to find more information.
3)- The school in Wroclaw, was excellent! The professors' English, is almost close to perfect, of course there are some language barriers, but after studying there for 5.5 years, you manage to get the info you need.
While having practical classes with owners, everything is translated for you, and everything is very hands on; during classes & if you decide to go in your free time. Everyone working at the clinic speaks English.
Wroclaw itself is very beautiful, easy public transport, majority of people speak English & it's very cheap

If anyone has anymore questions, feel free to send me a private message.
