I know Manipal Hospital in Goa, India has this affordable Rhinoplasty Package. I've read on their profile that the Nose surgery may be performed in two different ways: either by a closed or open procedure and it takes the nose up to a full year of healing to see the ultimate results. Here you can read more about this package, and Manipal profile at PlacidWay. Sorry I cannot paste the link here.

The best rhinoplasty surgeon for you should meet some basic criterion, then look at their work and interview them with regards to their attention to detail and their aesthetic perspective. I think only then should you make a decision. Here are some helpful points:

Ask around for recommendations from other doctors, salons, and others in the beauty business. If there is a modeling agency in your town ask them. Often surgeons are asked to perform rhinoplasties on models and this is their business.
Check Board Certification, either facial plastic surgery or plastic surgery. Make sure they have privileges to perform their surgery at a local hospital and not just their office, if they operate in an office OR
Look on the internet at before and afters, and if you like what you see, make an appointment and tell them your desires. Go over their before and after photos with them and ask them what they would suggest. Ask to be imaged to see what is possible for discussion purposes.
Look at their demeanor, their office, their staff, and their attention to detail. These things reflect their attention to detail and ultimately, I believe, their level of discrimination. Are they passionate about what they do, or do you feel like a number.
Make sure the results you see are individualized, and appear natural.
Ask to talk to previous patients either in person or on the phone.
When in doubt, wait until you are comfortable.
