I can tell you for sure it doesn't like everywhere in Russia. You will have to pay for your education.

well, after meeting few educational counselors who deals with russian education, i got to know that we are totally dependent on our family for our living expenses and fees and all the other charges..

1> all the students studying in Russia (including foreigners) actually pay only 25% of the actual fees. rest of the fees is given by the state or federal government. fees is highly subsidized by the govt. in almost every country in europe. the difference is that western europe doesn't give medical education in english medium. only eastern and some parts of central europe teaches in english. but keep in mind that whole course is not in english. first three years are completely in eng then from the fourth year you'll have to study in the native language of that particular country... exeption is St. Petersburg medical academy... it has English med program which has studies of whole six years in eng lang...

2> Russia doesn't have any kind of scholarships.!! the reason is simple. the fees you are paying is already much much much low..!! in other words, you are already getting scholarships..!!! because actually expense on every student costs around 23,000 to 28,000 USD. and you pay only 3000 to 7000 USD per year. rest of your fees are paid by govt.

3> you cannot work in Russia. because, you are there on study visa. that study visa is made on the basis of your acceptance letter by the university. hence it's not legal to work with student visa in Russia. but you can contact your university to clarify. you can request them to atleast give you few hours to work per week in the campus itself. but you will never get work outside the campus. you can work in library if you want in the university itself. or as them to help you get work in lab, etc...
the bottom line is, it's illegal to work in Russia on the basis of study visa...

hope i can make you understand the situation little...

are we talking about Russia ??! teachers being pais around 300-600$ a month , never total real tuition reaches the amount you quote.
Tuition is covering the true cost of studies. We have the same tuition in Romania , lecturers being paid the same...

    hey chaplier...
actually what i wanted to say is... the actual cost of studying medecine around the world is around 24,000 USD to 28,000 USD per year per student. countires like germany, france, spain, etc. completely tuition free. full tuition fee is paid by the respective govt in the name of each student for education. and the countries like russia, ukraine, romania, latvia, etc. have highly subsidized the tuition fee. student only pay 25% of the actual amount. rest is funded by the govt. the reason behind this is the scarcity and need of "doctors"... health care department of CIS countries are not well enough and doctors are leaving the nations!! this has indicated a downward slope graph for the future health care of these countries.
well, i am not talking about teacher's or doctor's salary....
i just informed him about the facts related to scholarships, fees, and all...

right now, Romania has hiked it's fees almost by double the previous amount..!!! it has reached up to 5000 euros per year...!!! Russian universities are still charging between 2500 to 6000 euros per year...!!!
and to be frank... few students from oradea university told me that the environment is not that good for studies.. of course, it's not the fault of university or it's teachers. it's the students. they are so much into outer activities. the only advantage of Romania is that it's in EU...!! that's the brilliant point...!!
on the other hand, students from Russian universities, especially Kazan, told me that universities are getting strict each day...!! they literally kick them those who fails in tests!!! the drawback is, it's not in EU..!!
average total expense for each student in Romania is around 4000 to 7000 euros per year, while in Russia it's around 1000 to 2000 euros..!!! that's a huge difference...
but i'd say, if you can afford Romania, well and good!! go for it definitely... and if not then consider Russia...
