    Carol Davila" Medical School. Romania

    The shameful peace at Baneasa

It is a little shock. A typically Romanian solution. That is, a big scandal ended in smoke, that has become a historic fact. Lecturer Mircea Beuran was hired again at "Carol Davila" Medical School. Romania, a second-rate country in matters of laws and principles, but especially as regarding common sense, solves in an anthological manner one of the representatives scandals of transition. A minister was exposed that he copied from some foreign emergency guides for resident doctors the material which he signed with his name. That helped him achieve some notoriety. He used it to get the degree of lecturer. With the same material coped from foreign works, Mircea Beuran proved his attachment for the Romanian medical system. Consequently, besides getting the didactic title, Mircea Beuran was also appointed Health Minister. Meanwhile, it was found that his wife also acted just like his husband. No one wasted their time to look any further into the matter to see how many of today's lecturers and professors (a very large number, it's true, packed like some swallows on a wire) did the same like Mircea Beuran. They had some resident doctors translate from other books and then they published the result of their hard work under a new title, based on which he got an office, a diploma and a teaching degree. The fact was discovered, and, after a whole scandal, everything ended in smoke. Just like in the scandal about Bancorex bank. Like in the FNI scandal. Like in the Dacia Felix Bank scandal. Just like in the Puwak scandal. Or like in the Serban Mihailescu scandal. Like in the scandal about the electoral posters of Ion Iliescu. Just like in the scandal about those killed in the December 1989 Revolution. Just like in the miners' rampages scandal.
Lecturer Mircea Beuran, one of the most tarnished names of the government's current term of office, is returning to the Medical School. Before the students, the moral and professional values hardly see any consolidation. The young students will now see how the rules of common sense, the professional and political rules work. As for justice, things are the same. For many years, it has been called to certify what those in power or those who pay more want. Therefore, considering that, Mircea Beuran's situation has been solved. The one who was penalized by having his employment contract terminated was received back at the Medical School. It's a matter of legal tricks. Due to the haste with which everything was fixed, I rush to believe not in the effectiveness of the Romanian justice, but in a system of (ruling) clans. Adrian Nastase's party made its groups face each other and forced them have negotiations that finalized with a peace. A sort of shameful peace at Baneasa (where the central office of the ruling Social Democrat Party is), resembling in a way the shameful peace at Buftea.
This doesn't mean that Mircea Beuran's teaching credibility can still be saved. No matter how hard the PSD's dry-cleaner will clean him, he will remain in the annals as a minister that was caught over intellectual theft. By bringing him back in the teaching system, those who dismissed him also put on their forehead a mark which they had had anyway.

    ...

Sadly, this is no shock. The Economist recently published a special section on the soon to be EU countries (Romania is an applicant in the second group). In it, they mentioned that the problem in Romania was not the lack of a functioning market economy, but that everything was for sale.

    The Romanian people deserve better.
