finish your cores and then take the exa

Ask your coordinator what the current requirement is.

Also, how long do you need to take cs and ck from study prep to scheduling the exams to receiving your score

You need to take CK by July and CS by June. CS has a huge registration wait time so you need to register for CS by January.

i know they say the best way to prepare for step1 going into med school is to make sure you learned it well the first time around from a textbook and avoid using review books in med school.

can i assume the same still applies when you're starting rotations?
or have you been using certain "review" books as you go along?

For Step 2 CK, you need to be within one year of graduating. Its a good idea to take it right after your cores.

During your rotations you'll need to read. Even if you get through your rotation without reading, you'll need to have read for the Step2, because most rotations dont cover everything. You'll probably need to use review books. Theres no way you can get through the text books within each rotation. For example, Pediatrics is a 6 week rotation, and Nelsons Textbook of Pediatrics is more than a thousand pages.

You need to have 24 weeks of rotations completed for the school to certify your paperwork to register for CK or CS with the ECFMG. So, complete your minimum 24 weeks of rotations and then go and fill out the application on the website and print and mail into the school.
