I'm about to apply for Step 3, and was looking at the chart of state requirements - here (http://www.fsmb.org/usmle_requirementschart.html?).

Delaware & Virginia seem to be the only states that have no requirements at all.

My question is: why don't most people apply through 1 of those 2? Is there anything I'm missing about them?

I've heard of many people applying through Connecticut, but I don't want to because it requires all 3 steps to be passed within 7 years, and my 7-year limit is approaching.

Please help.

Nothing is wrong with them. I know many people that apply through them. Remember, as long as a state sponsors you for Step 3 then you are fine. That approval is not a prelude for a permanent license. I think residents use to go through the major states like FL, CA, NY due to their lack of requirements but now I see people going through CT, VA & others....It doesn't matter which state you aplly through as long as you meet their requirement for step 3 exam.
