the single/married certificate has to be apostilled by the state you live in, not the dutch embassy.

I had to have a copy of my marriage certificate notarized ( for my kids I typed a statement that they are both single) then sent in to the state department ( I'm from Pennsylvania, it was $15 per apostilled needed). they took a few days then send you back your notarized copy with a sheet of paper on top of it with a gold seal and a statement saying the notary is official. Contact your state department and see if they have the same thing. Good luck in school!

yes, you don't even need to send anything to the state department.. if you just call them and tell them the state department can also take your credit card information and do it...
