Transfer to Windsor for another Step 1 attempt?

Hi, I wanted to know if anyone has transferred to Windsor becuz they haven't passed their step 1 in 3 attempts already with another school? I unfortunately did not pass Step 1 in my 3 attempts and it looks like my current school will not let me take it a 4th time - I want to try to take it again becuz I was close this time but need to do some more work on studying/anxiety during the test. I just want to know if Windsor will consider a student with my background of 3 failures and give me another chance to take the USMLE Step 1. Thanks!
