I don't think I would say any of them are cheap, but other than a vet program in Cuba all Carib DVM programs are in English. Those being SGU, Ross, and St. Matthews.

I almost forgot...there is also a very well established veterinary program in Trinidad at the University of the West Indies (UWI). However, unlike SGU, Ross, and St. Matthews they are not oriented toward graduating students for practice in the US (maybe also UK and probably Canada). UWI could be a very good decision if you plan on practicing in the Caribbean or possibly South America.
