Yes, and several other states have that rule depending on who you talk to. It is best to be prepared that you will pass the test the first time. Multiple test takes of the step 1 will put you most likely in a residency where you will learn little other than doing your time toting bedpans for 12-15 hours a day. Just my opinion - if you are not able to pass an NBME practice exam(s) then you need to readjust your study program.
