    Social Service Doctor or non Doctor to you amigo, because it’s the law amigo or…

    Or maybe not and unfortunately social service is only a term that the Mexican authorities have been using to conceal what in reality amount to exploitation of individuals for cheap labor.

    Wait a minute they be breaking the law, right? Well, they do.

    No, but isn’t by law that you need to do the social service to get your titulo? That too is true.

    The Mexican association of higher education the ANUIES has a very good web page, by serendipity I found a serious of on online books that anyone can access. I found one that deals with the legal issues of the social service. “LEGISLACIÓN SOBRE SERVICIO SOCIAL VOL. I ALGUNAS REFLEXIONES SOBRE EL RÉGIMEN CONSTITUCIONAL DEL SERVICIO SOCIAL DE ESTUDIANTES”

    Warning! Your Spanish needs to be muy bueno and there’s a lot of legal jargon in it.

    The author tackles a great part of the issue in relation to the social service for health care professionals, where, IMHO that’s were the majority of the injustice takes place.

    Here is one of many examples: In Mexico by law:

    “Nadie podrá ser obligado a prestar trabajos personales sin la justa retribución y sin su pleno consentimiento, salvo el trabajo impuesto como pena por la autoridad judicial…”.


    Translation: In Mexico no one can be force to work with out proper compensation, and/or their consent except when imposed by the criminal justice system as punishment…

    Hence, he notes that for the Social Service to be fully legal, consent has to be giving.

    “Por tanto, si el servicio social, como lo define la ley, es un trabajo de carácter temporal y mediante retribución de los estudiantes, este trabajo debe ser remunerado, pero para exigirlo se debe recabar el pleno consentimiento del estudiante, porque sólo la autoridad judicial está facultada para imponerlo como pena.”

    If I don’t consent that only meaning that the authorities don’t have the right to force me with armguards but they do have the right to with hold my titulo?

    He notes that the department of health (Secretaria de Salud) has none what so ever authority in matter regarding the regulation of the social service, that falls under the Universities and educational institutes. Secretaria de Salud only has jurisdiction over the use of its facilities and what they’ll be used for, except, instead they’ve taking upon them self’s to regulate everything, in clear violation of the laws that state that only give this right to the universities and educational authorities.

    Hence, one can only assume that if the law was follow the universities would decide on a system that would better serve the interest of the students, for example a weekend program during your clinical rotations in your 7th and 8th semester where you’ve properly supervised.

    1. La regulación del servicio social pertenece exclusivamente a las instituciones y autoridades educativas, pero no a través de normas oficiales.
    2. La Secretaría de Salud está facultada para expedir normas únicamente respecto de la utilización de sus instalaciones y servicios que prestan las instituciones de salud.
    3. La protección a la salud y la salubridad no comprenden entre sus materias el servicio social de pasantes.
    4. La Ley General de Salud no otorga competencia a la Secretaría de Salud para expedir norma oficial mexicana sobre servicio social de pasantes de la salud ni de ninguna otra carrera.
    The concept that governments can enact laws to enforce moral and social character on its people and then to enforce them act arbitrarily and/or dishonestly is mindboggling. Moral and social character, that’s how they have come to define the nature of the obligatory year of social service, this to be able to justified including students of private schools. Hence, the widely believe concept that the purpose of the SS is to pay the nation back is erroneous.
    But why aren’t the Universities standing up for their students, and instead continue to play along pretending that this program is what is not. Who knows, perhaps intimidation within the health care community that if you stand up and challenge the practice you’ll be perceive as uncaring capitalist pig, probably this and other reasons.

    More like your students won't be able to do rotations in any hospital in Mexico unless is private! That is why private universities don't do so.

    In public universities in Mexico students pay about 1000 dollars for the whole medical school!!!!!! Plus books and other materials of course!

    this is a few time in my life that I want to say I wish I was borned in mexico. a local restaurent owner also told me that her daughter into udg medical program for free because her grades are good.
