I can only account for 2nd semester. The numbers range between 15-20 that I know personally have left. All americans of some sort. The other I can only do it percent wise. Most students, I would say 80% of americans are planning to leave by the end of the semester. Part of the 20% staying are just too young or too old, dont have any chances of getting in some where else and/or dont want to make changes even if it means 6+ years.
The rest of the 20% have families and are happy in Guadalajara so they dont mind 6 + years in Mexico. Puerto Ricans are always a mystery so I dont know. Good luck

So that is 80% of 50% of the class if the class is typical ( maybe 39 or 78 students leaving )

Since a year is two semesters, are they completing an even number of semesters to have a better chance of transferring, or are they starting over again at some predetermined year boundary?

As far as a Treaty goes, both parties usually have some vested interest or hidden interest in the beginning that changes over time to the point where both parties wonder (or do not care) why the treaty existed in the first place. Unless both side have something to gain or one side has a lot of influence over the other, the treaty means nothing and who it anyone will enforce it if it is legal at all.
