I currently work in Minnesota. I did not fail a step along the way, so I can't help you out in that respect. However, the state board clearly spells out on the application that if you have failed any one step 3 times or more.....you are not eligible to have a license in Minnesota.

Does anyone knows of a state in which an International Med Graduate can get a license after finishing the PGY-1?
