Puppy pads are not generally sold on the island - you will find that problem with many consumer products while you're here. There is a pet store, but they don't necessarily carry what you're looking for, and you have to go into town and it's a HUGE pain to do that, I avoid it like the plague.
Personally, I brought several of the large packs of puppy pads when my dog was in house training. I'd go to Wal-Mart and buy the packs of 100 and distribute them throughout my luggage. Fortunately they're easily packable and squishable, which makes it easier. I just did the same for the girl who was kind enough to watch my cat over the holidays - broke up 2 giant packs in my luggage, and they got here just fine. I also bring a stash of squeaky toys, ropes, kongs, etc. as you can't buy them here.
Also, if your dog has some growing to do, I would seriously consider buying a large crate and shipping it to yourself via Tropical (cheaper - by boat) or Amerijet (more $$$ - by plane) as you can't find them here, and everybody scrambles at the end of term to buy the one or two a student may sell - at $300 US for a crate that would cost $80 in the states and $100 to ship. Do the math and save yourself the trouble later.
