Yes, surge protector is a very good idea for the laptop.
Don't know about new dorms on True Blue. Grand Anse dorm rooms have no "locked" drawers or anything like that. What I did was I bought a hinge and installed on one of the closet drawers so that I can put a pad lock on the drawer -- it wont' deter the determined thief, but it was better than nothing. P
