International Student Loan Program - ISLP Loans
I don't know too much about this but this might be an alternative loan program you could try. It's called the International Student Loan Program.

ISLP-FE Loan Terms
The loan terms can be found here.
http://www.internationalstudentloan....loan_terms.htm ISLP-FE Loan Objective: This innovative program is designed to increase the opportunities for US students who wish to study outside of the United States. Students should first apply for the ISLP - Stafford loan and then apply for additional funds through the ISLP Alternative loan or the PLUS Loan. Eligibility: Students must be US citizens or permanent residents and enrolled at approved foreign colleges and universities. Applicant(s) must satisfy credit approval criteria. Programs are available to both Undergraduate and Graduate Students. Undergraduate students must have a creditworthy cosigner. Graduate students with a satisfactory credit history may apply for up to US $20,000 on their own signature. Loan Amounts: Applicants who apply with a creditworthy cosigner may apply for up to the cost of education (including tuition, fees, room and board) less other financial aid and/or loans. The minimum loan amount is US$1,000. Graduate students who apply without a co-borrower may borrow up to a maximum of US$ 20,000 per academic year. Medical students may apply up to $18,500 per academic year. Fee rates are available on the website.
