Yes, your money would be available the exact second you do it. It would be no faster with travelers checks.

Checks vs. Debit Cards

It might actually take you longer to deposit Traveler's Checks or International Money Orders than if you use your ATM cards. The banks require you to get one or two signatures of Ross Officials (there are 6 of us authorized to sign) before they will deposit your check. It will take you more time to find us and get those signatures than it will to do the debit card transaction.

Do NOT bring personal checks to cash in Dominica. If the check is over $300, it will take 30-45 days for your funds to be available to you. If the check is less than $300.00, you will need to have those countersigned by a Ross Official as well. Starting next semester, the Ross Officials will no longer be signing them and all personal checks will have to go through the 30-45 day delay.

travelers checks

The afternoon of the housing tour, I opened an account at the bank and desposited my VISA travelers checks. No cosigners were asked for. The next day, I withdrew the amount necessary for first month's rent.
ATM cards will be ready for me next week.
