My reply will be more tailored more towards Timisoara than Romania in general.

Life in Romania as a medical student is the same as anywhere else in the world I'd imagine. My job is to study and I can certainly say I haven't been impeded so far in that respect. As far as amenities go there is access to anything you would need.

Monthly expenses can vary depending on certain factors: do you use public transportation or walk to your destinations, do you eat out at restaurants or cook at home, things of that nature. Internet is about 30RON and so is television. Heating is fairly expensive in the colder months of the year, even more so if you are in an apartment that uses electricity to power the heating. Try to avoid those types of apartments if possible. Rent can vary depending if you stay with roommates, but for a single person apartment you can expect to pay 150-200EUR for a moderately furnished apartment in the central area of the city with prices of course being higher depending on how central you are, and lower than 150 if you are further out from the center. Administrative fees for your apartment can vary but in my experience it is about 170-250RON per month. In the winter months you can apply for financial aid from the Romanian government for heating costs which can reduce your administrative fees a considerable amount (down to the low double digits). Food is fairly cheap, and varies in cost based on what and where you eat or if you cook. I would estimate the cost of food to be about 900RON per month, but you can certainly live off of less. With respect to cell phones, you can expect to pay something like 30-50RON per month depending on how often you use it and what features you find necessary. I also pay 1RON a month for internet banking, I find it very useful for paying bills so that I don't have to pay them in person. My bank has a web interface that is in English as well as a few other (European) languages besides Romanian.

I don't believe hostels have cafeterias (the one near the main UMFT building does certainly not), but there are many places to eat within the city and also in the Student Complex area of the city if you decide to stay in that area. I recommend learning how to cook, it can be fun and relaxing! There are outdoor markets, supermarkets, and hypermarkets throughout the city.

Many foreign students (at least in my year) opt to rent apartments than stay in the dorms. There are many real-estate agents that speak English if you don't have anyone to help you find one, while apartments can also certainly be found online.
