Without any PGME, you are absolutely right -- no licensure.
However, licensure is not actually dependent on
completing a residency program. It generally depends on a number of years of PGME (often one more for IMGs than US Seniors). There are plenty of residents out there with full licenses. Getting hospital priviledges, malpractice coverage however is a different matter -- often requiring completion not only of the residency, but board certification.
