I think the rule is referring to those cores and/or electives that were done in the state of NY.

basically if you are from a non approved school, if you want to be eligible for residency in NYS, then you cannot have done more than 12 weeks of rotations at non affliated hospitals WITH IN the state of NY...they don't care if you do them elsewhere.

if you are from an approved school, then you can do more than 12 weeks in NYC (unless you applied for a temp application with NYS for rotations, then you basically forfeit the right to do more than 12 weeks).

Here's the list of acceptable schools per the Albany Medical website:


  1. All applications are processed through ERAS.
  2. If you an IMG, you must hold a J1 visa or permanent residency. We do not sponsor H1 visas. Additionally, you must also have a valid ECFMG certificate.
  3. IMPORTANT: We cannot accept for residency any IMG with more than 12 weeks of clinical clerkship outside of the country in which their medical school is located unless the applicant is a graduate of one of the following medical schools which have been approved by the NYS Education Department (This is a NYS rule; see www.op.nysed.gov/medforms.htm )

    1. American University of Antigua, Antigua
    2. American University of the Caribbean, St. Martin, Netherlands Antilles
    3. The Autonomous University of Guadalajara, Guadalajara, Mexico
    4. English Language Program, University of Debrecen, Medical and Health Science Center, Medical School, Debrecen, Hungry
    5. English Language Program, Medical University of Lublin, Lublin, Poland
    6. English Language Program, Medical University of Silesia, Katowice, Poland
    7. Fatima College of Medicine, Manila, Philippines
    8. International Health and Medicine Program, Ben Gurion University of the Negrev, Beer-Sheva, Israel
    9. Kasturba Medical College, Manipal, India
    10. Medical University of the Americas / Nevis, Nevis, West Indies
    11. Ross University School of Medicine, Roseau, Dominica
    12. Saba University School of Medicine, Saba, Netherland Antilles
    13. St. George’s University School of Medicine, St. George’s, Grenada
    14. St. Matthew’s University School of Medicine, Grand Cayman, Cayman Islands (if graduated after 2003.)
All applications to this program are to be submitted through ERAS.

So if someone is a graduated IMG and has done more than 12 weeks observer ship in another state, will that count as bad and cant do residency in the state?

observerships are not the same thing as med school rotations......they're talking about actual third and fourth year clinical rotations. Post grad observerships doesn't mean anything for NY state
