I don't care what people do, as long as it doesn't hurt anyone else or cost taxpayers any money. There should be a drunk driving lane on the highway, where you can drive if you are drunk. The caveat is that if any accidents occur, a bulldozer will just push the wreckage off the road without checking for survivors or anything. Drugs should be legal. Users can drive in the drunk driving lane. There will be no state-sponsored rehab. You need it, you can pay for it. There will be a high tax on drugs, but that probably won't hurt. Once drugs are legal there will be no need for smuggling, so prices will drop. In fact, I have always wondered if the bottom would fall out of the whole drug market. There is so much money in it because it is dangerous to smuggle in. Make it legal, prices go very low. Nobody is interested in transporting it, no gangs can fight over "territory" because it won't matter. Organized crime will shrink considerably.

You can smoke all you want. There will be an exceedingly high cigarette tax, high enough that the revenues cover 200% of the cost of smoking related illness. Half the tax pays for smoking related stuff (including, but not limited to COPD, cancer, heart disease), half goes to education.
