19 So-Called Doctors Denied Licenses (St. Luke SOM)

The Liberia Medical Board (LMB) has disclosed in Monrovia that it has denied licenses to 19 so-called graduates of the bogus school, "St. Luke Medical School." Making the disclosure yesterday to newsmen at a news conference, LMB's Secretary General Dr. S. Benson Barh said the 19 doctors in question reportedly completed their course of study at the controversial St. Luke Medical School for the degree of Doctor of Medicine (MD). Dr. Barh, who is also Deputy Minister of Health & Social Welfare and Liberia's Chief Medical Officer, said the LMB in its meeting on February 12, 2004, received the documents of the 19 doctors for licensure from its Secretariat through Dr. Meimei Dukuly, on behalf of the St. Luke Medical School. Dr. Barh said LMB was greatly angered by this bold and shameless act, which he noted, was considered as an insult to the integrity and professionalism of the Liberia Medical Board. "How can the Board license graduates of a "St Luke Medical School" when she has no knowledge about such a school's operations in the country. "The LMB can not and does not issue license to any doctor who is not a graduate of a recognized medical school; and who does not present a certificate of internship from the J. F. K Medical Center; does not satisfactorily pass a comprehensive clinical assessment examination; or who does not present a valid license from the country where he/she was trained, or has practiced medicine." Dr. Barh said the Board did not admit the application of the so-called doctors, but rather warned the representatives of " St. Luke Medical School" to legally and properly apply to operate a medical school in Liberia by meeting all the requirements, adding "LMA is not against anyone establishing a medical school, but such process should be done legally." Touching on the existence of St. Luke Medical School in Liberia, LMB through its Secretary General said, on March 8, 2005, it received a letter of invitation to the campus of the school in Gaye Town, Old Road, Congo Town for assessment so it could grant a permission to operate a medical school. "On the letter of invitation, there were three documents attached to it: the Article of Incorporation from the Ministry of Foreign Affairs; an Act of Legislation legitimizing the establishment of the school; and a Letter of Attestation from the Commission on Higher Education, Ministry of Education. "On Friday, March 18, 2005, three members of the Board including Associate Prof. Horatius Brown, Chairman of LMB, Assoc. Prof. Samuel Dopoe LMB's Chairman on Accreditation Committee, and Prof. S. Benson Barh, Secretary General. The LMB's findings were that the Board had difficulties in locating the so-called campus due to an uneasy access to a building in obscurity; the building was a run-down dwelling home under renovation by a few workers; the immediate surrounding of the building blends with the yard of dwelling homes in close proximity. "Inside of the building of the so-called St. Luke Medical School, the LMB observed that there was no electricity, running water, library, laboratory, office for faculty, curriculum, catalog, student hand book, etc." With regards to the Liberia Medical Board's position on the fake school, the Board said, "there is no medical school in Liberia called "St. Luke Medical School;" the Board can not and shall not discuss application of any "Doctor" from St. Luke Medical School unless it is accredited; and any attempt henceforth to abuse and insult the integrity and professionalism of the Liberia Medical Board will leave the Board with no alternative but to turn the perpetrators and their collaborators over to the Justice Ministry for prosecution."

We Hail the Medical Board's Action
The Inquirer (Monrovia) EDITORIAL March 30, 2005 Posted to the web March 30, 2005 Monrovia SOMETIME AGO, THIS paper reported about a so-called medical school named and styled "the St. Luke School of Medicine", said to be located in Gaye Town, Oldroad Sinkor. The situation about the existence of that school came to the fore when some individuals in India sought information about the real existence of the school, which had offered "Doctor of Medicine" degrees to many persons. THE SITUATION ABOUT the existence of another medical school in addition to the A.M Dogliotti College of Medicine of the University of Liberia generated much reaction from the medical community as many said the school was fake and does not exist. Even though Health Minister Dr. Peter Coleman said the school was created by an Act of the national legislature during the Charles Taylor regime, it is yet to establish a campus, but has reportedly offered degrees. INTERESTINGLY, THE REPORT of the existence of the school led members of the House Standing Committee on Health, headed by Dr. Mohammed Sheriff, to pay a visit to the so-called campus of the school. However, the committee upon visiting what was said to be the campus expressed disappointment and said the structure does not represent a medical college. AS THE SITUATION surrounding the existence of the school continues, the Liberia Medical Board (LMB) yesterday expressed similar disappointment and displeasure over the existence of the school. The board revealed that it has denied licenses to about 19 individuals claiming to be medical doctors from the so-called "St. Luke Medical School." The LMB's Secretary General, Dr. S. Benson Barh said the 19 doctors in question reportedly completed their course of study at the much talked about St. Luke Medical School for the degrees of Doctor of Medicine (MD). DR. BARH, WHO is also Deputy Minister of Health & Social Welfare and Liberia's Chief Medical Officer, said the LMB in its meeting of February 12,2004, received from its secretariat, documents of the 19 doctors for licensure by Dr. Meimei Dukuly, on behalf of the St. Luke Medical School. IN ADDITION, HE said LMB was greatly angered by this bold and shameless act, which he noted, is considered as an insult to the integrity and professionalism of the Liberia Medical Board and wondered how can the Board license graduates of a "St Luke Medical School" when she has no knowledge about such a school's operations in the country. SINCE WE BEGAN hearing reports about the school, we equally expressed similar concern and questioned the method of accreditation of said institution. Accordingly, we called on the authority to review the process of accreditation that the "St. Luke School" used to gain recognition from recognized medical institutions and related institutions. HOW-BE-IT, we are happy over the action taken by the medical board and hope that others will emulate the good example of the board. FOR US, THE move is necessary to avoid compromising the health of the people for selfish reasons. Whatever the situation, we still insist on an investigation into circumstances surrounding the accreditation of the school without a campus and a teaching staff. This should not be applied to the medical arena but other higher institutions of learning. ONCE AGAIN, WE hail the medical board for this action. BRAVO!!!

I am beyond that
I just wonder who is getting scammed here.
Probably, anybody that is dumb enough to attend a school like this would ever make it as a physician , anyway. So therefore, this is kind of like natural selection Therefore I am left with the thought that most people attending shady schools are themselves scam artists , trying to get a fast and easy MD. Fortunately, none of these quacks will kill anybody. Leave that to the rest of us! |

Now we have a few schools remaining in the same situation. Let's see what happens to them. ONLINE schools are not ready for prime time and when they do begin somehow I don't think that their base will be in a residential area with no water or electricity.

Medical Board Threatens to Prosecute Founder of `Fake' Medical School The NEWS (Monrovia) NEWS March 31, 2005 Posted to the web March 31, 2005 By Alloycious David Monrovia Liberia Medical Board has threatened to turn over the founder of the "fake" St. Luke Medical School and his collaborators to the Justice Ministry for prosecution if they continue to "abuse and insult" the integrity and professionalism" of the country's Medical Board. The Board said it cannot and will not discuss application of any doctor from the Medical School because there is no school in Liberia known as the St.Luke Medical School. The Board noted that unless the "illegal school" can be accredited, it would not license any doctor that it has given diploma to. Prof. S. Benson Barh, Chief Medical Officer of Liberia, told reporters Tuesday that the 'counterfeit school' through Dr. Meimei Dukuly presented a list of 19 doctors who reportedly completed studies at St. Luke Medical School for the degree of Doctor of Medicine (MD). Annoyed over dubious existence of the institution, Dr. Barh said it was shameful to have learned that a list of reported trained doctors, who claimed to have passed through the walls of the school, was presented to the Medical Board. " We are not aware and have no knowledge of the medical school, but we will rather warn representatives of the bogus school to legally and properly apply to operate a medical institution in Liberia," he stressed. Speaking further on the issue of the 'medical school', the Chief Medical Officer pointed out that, "No body is against the establishment of a medical school in this country, but there is a need to meet all requirements prescribed by this Broad." Speaking further, Dr. Barh revealed that the illegal St. Luke Medical School has three documents to substantiate its bogus operation, which include an article of incorporation from the Ministry of Foreign Affairs, an Act of Legislature, legitimizing the establishment of the School and a letter of attestation from the Commission on Higher Education, Ministry of Education allowing preparatory activities for its establishment. He, amongst many other things noted, that the Medical Broad visited the school's so- called campus and observed that what it saw does not even represent a status of an elementary school's campus, adding in reality, the building is a "run down" dwelling home under major renovation which lacks electricity, laboratory, class rooms, running water among others basic requirements for a representation of a medical institution. Dr. Barh, who is also the Deputy Health Minister, told journalists that after their visit at the campus, members of the Board met at a regular session and made recommendations to the school concerning the filthiness on its campus. Also speaking, Dr. Tabeh L. Freeman, Acting Dean of the A.M. Dogliotti Collage of Medicine at the University Of Liberia, said the issue was serious and should not be taken lightly.
