That is from a human rights organization.
From the gendarmerie site:
"Force military and great public utility, the national gendarmerie puts her competence at the service of the safety of the people and the goods on the whole of the own territory and takes part, at the sides of the armies on the external theatres of operations, with missions of maintenance of peace and restoration of the state of right."
See they're the clean up squad and defense of civilians.
I think I'll go join the gendarmerie, the get to ride horses!!!!!!!!!!!

When you set off to join the Gendarmerie make sure you orientate yourself correctly. In particular please remember to stop when you get to
Paris, France; do not continue some 1400 miles to
Istanbul,Turkey. Wikipedia will of course have explained to you that gendarmerie is a also a generic term and that this style and structure of police force has been copied widely.
You will have seen on the Gendarmerie website that they are responsible for a huge range of normal civil police duties indeed in many parts of the country they are the civil police that you are most likely to see and deal with. They are far from just
"the military force responsible for airport security, certain buildings like the ministry ones, and security of certain public buildings like banks."
