What kind of GPA would one need to get into a ND program? I've read the minimum is 2.5, but what is the average?

Depends on which school you applied to.

I think the more established school would have more students applying and can thus be more picky. The newer ones would be easier to get into.

I suggest you do some serious research on the kind of position and ND will put you in. For starters, you may want read a document I've written concerning my experience at an ND granting instutition: Why I Dropped Out of Naturopathy School. . I find that naturopathy calls everything "science," which is quite wrong.
