Most states will allow a US student to moonlight after the first year of residency and passing USMLE Step 3 which qualify for a state licensure. Arkansas will do this..... they will allow FMG's which are part of the residency programs in Arkansas this same luxury. However, if you are an FMG from a surrounding or other state, you must do 3 years of residency to qualify for state license and therefore moonlight.
Some states only allow US students to moonlight while in residency making all FMG's wait until they are done with residency and get a license.
Wisconsin used to be one of those states that would allow FMG's to moonlight regardless of where they were doing residency... (after the first year) don't know if this is still true.
You have to check from state to state and find out.
