What about New York? Does anyone have an idea how far the process is?

The news on New York as of a few days ago is that the application has not yet been sent out. The application is almost completed here in Nevis and will soon be sent to the head office in Gardner, MA. The administration at Gardner will then submit the application to NY along with some money. I was told that the administration has had contact with NY and that once the application is submitted the site visit should come soon after hurricane season ends (around November). I don't know how long after the site visit the approval will come (provided everything goes smoothly), perhaps a few months. If everything goes well, I think we're looking at sometime in spring or early summer of 2006. However, don't be surprised if they delay sending the application as they have been delaying this process for quite a while now.
