How is it that 95% of medical schools on CA recognized list never had a site visit?

I am interested to know about how the California Medical Board recognition lists came about. As I peruse the recognition list, I notice very many countries over the world who are on the approval list. And as I understand it, the vast majority of the schools in these countries never had a site visit, which is integral in being listed on CA's recognition list. SO, I am just interested to know how this occurred. I see schools from countries such as Armenia, Bosnia, Cameroon, Chile, Ecuador, Ghana, Liberia, etc. that are all on the recognized list. Yet, none have had site visits.

2 types of schools: "national" medical schools educating a country's citizens need no site visit - all other schools or English language programs added to "national" schools need to submit to the approval process and possible site visit.

I've heard of this. I think that some people term these national medical schools, "domicile" medical schools. That is, medical schools whose primary purpose is to train doctors for it's own country.

However, as I peruse the CA board list I see a large number of schools from many countries outside the USA that are not on the CA Recognized list. Schools from such countries as UK, Ireland, Australia, France, Spain, Germany, etc.. Perhaps the CA Recognized list has a more set of arbitrary rules than we might think?

Don't you know? They release a groundhog, and if it sees a shadow then that means school gets accredited. Common sense.
