this is what I found from ed.gov under additional requirements for foreign medical school. So the grandfather clause is still needed to get an exemption from this regulation.

Have a student body where at least 60% of full-time regular students and at least 60% of the school's most recent graduating class did not meet the U.S. citizenship requirements for FFEL program eligibility

here is another post from ed.gov under additional requirement for foreign medical school.

A medical school can still be eligible and exempt from meeting all of the 60% requirements as well as the annual reporting requirements if it has a clinical training program that was approved by a State as of January 1, 1992, and remains approved by that State.

these are the "grandfather clause" that the senate has voted to remove. To be honest it doesnt matter what it says right now, it matters what they vote on. Anything held in that law whatsoever can be changed as they see fit and voted on. Don't look for loopholes, be proactive and encourage them to upheld teh HEA as it stands

This is why the grandfather clause is important. I got the link for you guys. Read for yourself. Trust me, you need the grandfather clause.

* Be approved by an accrediting body that is legally authorized to evaluate the quality of medical school educational programs and facilities in that country and whose standards of accreditation have been determined comparable to U.S. standards by the National Committee on Foreign Medical Education and Accreditation
* Have a student body where at least 60% of full-time regular students and at least 60% of the school's most recent graduating class did not meet the U.S. citizenship requirements for FFEL program eligibility
* For schools outside of Canada, have a student body where at least 60% of the school's graduates who took any step of the examinations administered by the Education Commission of Foreign Medical Graduates in the previous year passed the exam. For this purpose, the school must include as graduates each person who graduated during the three years preceding the year for which the calculation is performed.

http://www.ed.gov/offices/OSFAP/fsac...2/2_2_006.html

Foreign graduate medical schools are required to provide ED with the requested documentation annually to remain eligible.

A medical school can still be eligible and exempt from meeting all of the 60% requirements as well as the annual reporting requirements if it has a clinical training program that was approved by a State as of January 1, 1992, and remains approved by that State.

Correct, at this point loop holes will only create more problems in the long run and we should all take an active role in see that current legislation proposed is amended to include the grandfather clause. Good luck everyone
