Section 484

From what I can tell, section 484 just deals with felons etc. In other words, if you were eligible for financial aid in undergrad (FAFSA) then you'd still be eligible.

Ross University had received approval of its educational program in any state prior to 1991, we would be exempt from most of the regulation. For those schools who were not exempt, two-thirds of the student body would have to be from the country in which the school is located. Most Caribbean schools could not meet this test, and would lose their Title IV funds, if not for the exemption.

I got this from the ross site. Any idea where they put this rule?

My mistake, here's the HEA Section 484(a)(5)

"(5) be a citizen or national of the United States, a permanent
resident of the United States, able to provide evidence
from the Immigration and Naturalization Service that he or
she is in the United States for other than a temporary purpose
with the intention of becoming a citizen or permanent resident,
a citizen of any one of the Freely Associated States."

Nowhere does it say that the school must enroll at least 60% of nationals. Everyone will be okay regardless of what school they go to, so long as you're at a school with a 60% passing rate and you're a US citizen.
