French medical student wanting to move to the States

Hello, I'm a French med student who just graduate from medical school. I'd like to move to the States to become a surgeon and to work there (my girlfriend being American)!
I wandered a bit on all the useful websites (such as acgme.org, ecfmg.org, etc).
But, I've got a few questions to ask...
When you are an American medical student, you undergo Step 1 and Step 2 CS before the end of your 4th and last year of medical study, then you are admitted in the Residency program and you can start your internship, etc.
My question is: Can I pass steps 1 and 2 CS, and then move to the States in order to catch up with the other American Students... Or should I take Step 1, 2CS, 2CK and 3 before having the luck to start a life in the States??
