Federal Loan limits

What are the annual limits for Federal Loans?

I am considering a 6 year program with advance standing. One of the ladies in the financial aid office said I'm limited to $8,500.00 per 8 months. I have spoken with several other current students attending 6 yr programs in Poland and other countries but they are receiving $22,500.00 annually. Can anyone tell me why there is such a difference?
