I am not in Ukraine, but I'm elsewhere in the Balkans (somewhat similar). August is a really-really-really bad time to try to get anything of substance accomplished in the East Bloc region. While there is admittedly very little traffic and it is generally easier to get around in the cities, that is usually because almost noone is working during this period, and you will find many offices almost completely empty. I would recommend a later visit if you actually want to talk with someone. Again, I'm not in Ukraine, but I would wager that it's pretty similar.

Thanx for your insight. I'm now in the Ukraine, and surprisingly everyone here is working ,so i could speak to everyone i needed till now . i have 2 more places to check,so i hope my luck will continue .
I'll write later a more detailed post, with my impression from the different faculties i visited.
