To prove Ontario residence, you need both a driver's license and health care card (OHIP). The OHIP requirement is a new policy implemented this year.

Look for programs that are willing to file for H-1 or J1 visa for IMGs. There are a couple of them. You need to make enquires as soon as possible to be certain you are guarranteed a spot this year. You do not have to worry about lawyers, because they know how to go about that route. Take care and the best of luck.

You don't have to take step 3 in one of those states, just register for it in one of those states.
