Cool CAN ANYONE ANSWER THIS QUESTION? concerning H1B Visa

HELLO GUYS,
can anyone out there answer this question concernig H1B visa?...... The question is......Does one need to have a current visa( I mean one that has not passed the expiry date) to apply for H1B visa? in other words, if for instance, one has a valid visa but the expiry date on it has passed, can one still use that visa to apply for an H1B haven passed step 3?

HELLO GUYS,
Can anyone out there answer this question.....The question is......Does one need to have a current visa (I mean one with the expiry date still current) to be able to apply for an H1B visa? ....in other words, assuming one holds a genuine visa but the expiry date on it has passed, can one still use this visa to apply for a H1B haven passed step 3?
