While that may be letter-of-the-law accurate, it's a little bit misleading. Massachusetts is not an IMG-friendly state (um, "commonwealth"), and FMGs/IMGs (especially from the Carib) can usually count on serious licensing issues in Boston or elsewhere. Yes, there are a lot of excellent hospitals there... but it is also very popular area for US grads. Take a careful look at residencies online and see how many Carib (or other foreign) grads you find there...
