Is an elective green if a resident rotates through it or if the program has a fellowship in it?

ie An IM program has a resident rotate through cardiology (but no fellow) and you do that cardio elective there is that green?

Or

Does a fellow have to be present to make that program a green elective?

The presence or absence of the fellow has nothing to do with greenbook status.

For an elective to be "greenbook" it has to be ACGME certified in that (sub)specialty. For an internal medicine subspecialty, the elective has to be in an ACGME certified fellowship program. If you happen to be following a resident on a subspecialty elective, its because the resident is doing an elective themselves.

That said, many of the greenbook electives that are available are greenbook on paper only. The hospital has an academic affiliation with some other ACGME certified fellowship program somewhere else. You'll never actually see the fellows in the hospital where you are rotating.
