I agree do not come to india unless it is your very very very last option. If you want details. Read the thread titled transferring from who approved schools to US medical schools

Kerala

I've been living in Kerala for a while now. If you are not an Indian citizen, you are eligible to apply only to private colleges, that too on NRI/Foreigner's quotas. If you are an Indian citizen and graduated 12th here with atleast 50%, you're best bet would be to write the Kerala Entrance and the Self Financing College's Entrance Examinations. Here are some of the good private colleges in Kerala.

1. Amrita Institute of Medical Sciences, Kochi

2. MOSC Medical College, Kolenchery

3. Pushpagiri Medical College, Tiruvalla

4. Amala Institute of Medical Sciences, Thrissur

5. Jubilee Medical College, Thrissur

6. Dr. Somervell Memorial Medical College, Trivandrum

These are probably the best. And about medical education in Kerala, how good it is depends on how well you use it. You can graduate having loads of experience working in the hospital during clinical duty or you can graduate having never stepped in the hospital at all.

Please do keep in mind that Indian doctors make up the highest number of IMGs in America. They didn't get there because they were lucky.

Oh yeah, and about fees. If you're applying as a Foreigner/NRI, fees could be any where from $60,000 to $130,000. It depends on where you apply. And make sure your grades don't translate to below 50%.

And with regard to living conditions... Definitely better than other states. Some of these medical colleges have separate hostels for NRIs/Foreigners. It'll probably cost more though. Their normal hostels aren't that bad either.
