Can anyone tell me what utilities (i.e. electric, water etc.) must be paid for when renting a place on Saba and what average monthly rates might be?

Water falls out of the sky and is free unless you use it all up. If so then it costs about $45 US for about 550 gallons. My biggest electric bill for a three bedroom house with no A/C has been about $75 US. Propane costs about $50 US per cylinder (you may have to pay a deposit if your landlord doesn't have a cylinder) and that lasts around 6 months.
A telephone with Satel requires a $500 US non-resident deposit (which you'll get back when you leave). Cell phones are cheaper to start up, but cost more per minute (I'm not sure the exact figure, but about twice as much for local calls). Cell phones are convenient and pretty reliable on most parts of the island, but you have to have a Satel land line if you want internet at home.
Overall, utilities are pretty reasonable as long as you watch your phone use (ouch!).
