Are there any medical schools that non-citizens of UAE can apply to? If so, how are they, and does anyone know people who have gone there?

Yes there are Medical Colleges in UAE into which the foreign nationals could apply.
The college's name is GULF MEDICAL COLLEGE AJMAN
http://www.gmcajman.com (http://www.gmcajman.com/) any how there is a Entrance Exam I believe.
They enroll 60 students anually. Language of instruction is English. Contact them on gmcajman@emirates.net.ae (gmcajman@emirates.net.ae)
Duration is 6 years.

There is another college but it doesnt accept foreign national's.

Entrance exam, eh? Do you or anyone reading know of the difficulty?

I'm looking for a medical school in a decent place, so Dubai is on my list :P
