All these conditions you speak of can be more or less found from their respective websites..

The basic living in russia is hitting temperatures as high as 32 celcius and down to -30 celcius... the former shouldn't be a problem for Malaysian, however the latter, would be a great experience for any fellow Malaysian =).

Moving on, food is largely available in Russia, based on the little research I've done about the country, and skinheads are rarely visible..strong reinforcement of these... even on Hitler's day.

Halal Food... may be a problem, as pork is a major diet here, but beef, chicken, fish and vegetables are freely available from the local mart.

As for Agent, try Russian Resources, located in Jalan Ampang... but they do have branches in all states, so please locate the agent most convenient to you from this link...
