What are the minimum admission requirements to get accepted to ross? Is the mcat required? I am 34 and weighting all of my options as to medical school in the caribbean or the philippines

Ross University requires that you have taken the MCAT. In addition, you need to have completed 90 credits of college coursework as well as the following pre-requisite courses:
One Year of Inorganic or General Chemistry (with labs)
One Year of Organic Chemistry (with labs)
One Year of General Biology or Zoology (with labs)
One Year of Physics (with labs)
One Year of English
One Semester of Mathematics (preferably to include Calculus or Statistics)
You would probably have a better chance of being accepted if you have an undergraduate degree. In addition, research experience, volunteer experience, publications, and any other type of extra curricular activities are looked highly upon. Bottom line, have a strong attitude and keep an open mind.

I thought you needed a degree to be admitted to Ross SOM. Is this not true?

No, you do not really need to have a 4 year degree to enroll at Ross. However, that being said, I am sure it would be to your advantage if you did have one, if for nothing else just in case medicine does not work out for you. As listed on their website for the requirements of applicants, a degree is not required. Ciao.
