will applying to smu after only 90 semester hours (three years) of undergrad with no degree raise potential liscensing problems in the future?

As always, check with your state boards yourself. I don't know of any that require the actual degree, but they some do require your pre-reqs and either 60 or 90 hours.
If it was me, I would finish the degree, if not just for the "I finished what I started" feeling. Especially after investing so much time, money, and effort into school. But only you can make that decision.
