When are all of the immigrant papers due?

I found the answer:

The deadline for all immigration documents is one month prior to your start date.

Sept 04 and Jan 05 should have submitted all their paperwork already, otherwise 1 month prior to the semester starting, if we do not recieve the applicaiton in time immigration may not grant your visa or allow you on the island.
All student visas should be approved before your arrival on the island.
