Which schools have good six year MBBS programs in English that except students out of High School, but are still eligible to get licenced in California or New York?

None of the schools have MBBS programs; they all award their own equivalents (e.g. MUDr in the Czech Republic, orvosdoktor in Hungary, etc..).
A graduate from just about any European school can be licensed in NY; the difference in the licensing process for 'approved' schools in NY is two-fold. First, students of 'approved' schools can complete more than 12 weeks of clinical rotations in NY. Second, gaining a license is a little bit easier, as one does not need to verify all the clinical rotations separately.

As far as California goes, currently there are only three schools with English language programs in the region that are approved (others are in the application process). Unlike New York, California's requirements are absolute. If the school/program is not on the approved list, one cannot complete clinical rotations/residency or gain licensure in California.

Currently, the following English language programs in the region are approved (all six year programs that accept students out of highschool):
Charles University, Prague, Czech Republic
Semmelweis University, Budapest, Hungary
University of Szeged, Szeged, Hungary
Regarding the quality of those schools, I recommend that you do a search on the forum.
I highly recommend that before you consider enrolling, that you take the time to visit the school(s) and decide if they fit you.
