my two cents:
highly unlikely. Personally I think your chances would be better with a higher MCAT score and a lower GPA....I have friends who were successful with GPAs in the 3.2 range and MCAT scores of 32, but those with GPAS in the 3.6 - 3.8 range with MCAT scores below 30 did not even get interviews.
apply, but have a back up plan. I too, know of nobody with an MCAT that low who got an interview in the states.

Chances are slim with that MCAT but I wouldnt go as far as saying you have no chance. I know of people who have gotten into US allopathic schools with your numbers.
For the 2004 entering class:
3.23/22 got into Penn State...Navy background.
3.4/21 got into Meharry.
3.35/24 got into Temple, UCLA/Drew, Howard, Morehouse.
You never know, just apply and see. You might be that lucky one that won the lottery for the day! In 2003, there was a 3.3/23 that got into Harvard Med so you never know.
Schools you may want to look at: Marshall, Wright State, East Carolina, Missouri, Arkansas, Meharry, Puerto Rico, Howard, Morehouse, Ponce, U del Caribe.
These school have averages below your scores.
