ALL clinical rotations in Canada?

If a friend of mine leaves, he cannot legally re-enter the U.S. on ANY visa status - including B1.

My question is, is it possible that he does the entire medical program outside the U.S.? Namely, ALL his clinical rotations, pass all the exams (Step1,2, CSA and TOFEL) without ever entering the U.S.?

He wants to do ALL his clinicals in Canada?

Is all this possible?

Right now, only FP is available in Canada. However, all rotations are available in the UK.

because CSA is only given inside US. Your friends can take other tests in Canada, but not CSA.
