8. Resolution 04-5: International Medical Schools (Alaska State Medical Board, Connecticut Medical Examining Board and the Connecticut Department of Public Health, Colorado Board of Medical Examiners, Iowa Board of Medical Examiners, North Carolina Medical Board, State Medical Board of Ohio, and Oklahoma State Board of Medical Licensure and Supervision)
Resolution 04-5 was offered by the Alaska State Medical Board, Connecticut Medical Examining Board and the Connecticut Department of Public Health, Colorado Board of Medical Examiners, Iowa Board of Medical Examiners, North Carolina Medical Board, State Medical Board of Ohio, and Oklahoma State Board of Medical Licensure and Supervision and reads as follows:
Resolved, that the Federation of State Medical Boards charge an established committee or create a special committee to: (1) study and evaluate the problem of lack of accreditation standards for international medical schools, (2) develop recommendations to state medical boards as to the best method of classifying international medical schools, including identifying which organization is best suited to take on the role of evaluating the quality of international medical schools, and (3) report its findings and recommendations to the House of Delegates for adoption as public policy.
The Reference Committee heard testimony from the Board of Directors in support of the resolution, indicating that the Federation is uniquely positioned as the national representative for state medical boards and a leader in national and international medical regulation to assemble expertise in medical regulation and curriculum evaluation and accreditation to determine the best method for classifying international medical schools. The Board of Directors also testified that the resolution is within the scope of the Federation’s mission to assist and support state medical boards’ protection of the public by improving standards, tools, and processes for effective medical licensure and discipline systems. The Board of Directors further testified that although it would be outside the scope, expertise, and resources of the Federation to take on the accreditation or evaluation of individual medical schools located outside the US or Canada, it is appropriate for the Federation to encourage such efforts by the appropriate organization(s). Additionally, Chair-elect, Dr. Doris Brooker, indicated her willingness to develop a charge and appoint a special committee if the resolution is supported by the membership.
The Reference Committee also heard testimony from various medical boards in support of the resolution. It was noted that the resolution would be especially helpful for smaller boards with fewer resources. No opposing testimony was received.
RECOMMENDATION:
The Reference Committee recommends that Resolution 04-5, International Medical Schools, be adopted.
