How come Devry which is a US business (or at least was at one time)chooses to operate in Dominica????

Devry is not "operating" in Dominica. They own Ross, among other things, which makes them a lot of money. They are still based in the US

That explains a lot of Ross's new policies, they seem like they're more bent on making money than educating tomorrows physicians.
