SABA graduates and Step 3

From SABA's website, it states:

"Upon completion of residency, Saba graduates are then eligible to take the USMLE Step 3 exam."

Why does it specifically state "completion of residency"? Are graduates not allowed to write Step 3 anytime between Step 2 and during residency?

upon completion of your roatations. Once you graduate, you say bye bye to saba, as they have no more control over you. I cant wait
