Step 3 before Graduation?

Hello, I am a Canadian student pursuing Residency in the US. I will most likely go after the J-1 VISA, but obviously would rather get the H1B. I have heard that you are allowed to take Step 3 before graduation in certain states. I have heard that you can fly to a certain state, and take Step 3, before you graduate. does anyone know if this is true? Does anyone know which states these would be. All I know is that NY is not one of them.

You need to be ecfmg certified before even registering for step 3 regardless of what state you register to take step 3 in. Plus I believe once you register to take step 3 in a certain state you can take the test anywhere.

Ecfmg certification requires medical diploma IN HAND, step 1 step 2 ck and cs cleared. Otherwise every non american would be going for the h1b.
